Irish-based NGOs to respond to predictable, protracted or forgotten crises. The objective of the Emergency Response Fund Scheme (ERFS) mechanism is to promote early action and response to reduce loss of life in sudden onset humanitarian emergencies or

Rapid Response Initiative
The Rapid Response Initiative budget line aims to assist in minimising the loss of life andalleviating the suffering of vulnerable people in crisis situations through the rapid deployment of emergency relief supplies and highly skilled personnel.
Under this budget line, emergency relief supplies - including tents, tarpaulins, shelter kits, blankets, solar lamps, cooking sets, soap, jerry cans and water tanks - are prepositioned in UN Humanitarian Response Depots (UNHRD) around the world, and airlifted into crises to meet the immediate and most basic needs of affected communities and displaced people. Contributions to the continued running costs of the UNHRD network. Also under this budget line, highly skilled members of the Rapid Response Corps are deployed at short notice into crisis situations to provide much needed surge capacity in our UN Stand-by PartnersТ humanitarian operations in the areas of logistics, shelter and camp management, water and sanitation, protection, gender, nutrition, humanitarian coordination
and other areas.

Refugee Resettlement Programme

Fellowships
The Fellowship Training Programme aims to strengthen the capacity of development partner organisations in countries benefiting from Irish Aid support through the provision of higher education study opportunities. Fellowships are offered for full time Postgraduate Diploma/Master's level study either in Ireland or in region and there is a particular emphasis on linking fellowship awards to the key priorities of Irish Aid's country strategies in our partner countries.
The Fellowship Training is intended to support capacity building within identified organisations in those countries. Fellowship recipients are committed, on completion of their training, to return home to resume work and put their acquired skills into practice for the benefit of their home country. The Irish Council for International Students (ICOS) is an independent non-profit network of educational institutions, NGOs and individuals interested in international education and working with government and other agencies to promote good policies and best practice in relation to the recruitment, access and support of international students in Irish education. ICOS administers the main elements of the Fellowship Training Programme on Irish Aid's behalf. This includes the provision of various support services for fellowship holders. Work is underway on the establishment of country-based alumni networks which will further support the programmatic approach. In time, the alumni network will be complementary to existing Higher Education Institute networks and will build on existing Irish Aid networks already established through our Embassies/Missions.

Established in 2006, the CERF allocates funds at the most critical phase of an emergency Ц to kick start a humanitarian response, to respond to a sudden deterioration of a crisis, or to deliver life-

IrelandТs humanitarian response and funding is directed to where needs are greatest in sudden onset, protracted and conflict related crises, with a particular emphasis on forgotten and underfunded emergencies.
Under the Crisis Specific Appeals budget line, Ireland will continue in 2017 to respond to severe, large scale, humanitarian crises around the globe, and in particular in Africa and the Middle East. Ireland will also continue to focus on the most severe, large scale crises in the Middle East. Further support under this budget line is proposed for crises in the Lake Chad Basin and across the Sahel in 2017, building on humanitarian assistance provided in 2016. It is anticipated that funding of А2 million will be provided to the ICRC and UN partners working to support displaced communities affected by Boko Haram and food insecurity in the region. Under this budget line, Ireland will continue to focus on the most severe, large scale crises in the Middle East, in particular to the humanitarian crises caused by conflict and violence in Syria, Iraq and Yemen. It is proposed to allocate up to А10 million to the Syria crisis under this budget line. Also under this budget line, it is proposed to allocate 3 million each to the Yemen and Iraq CBPFs. Voluntary Contributions to United Nations Agencies
Support is provided to a set of UN agencies whose work aligns closely to IrelandТs One World, One Future priorities on governance, human rights, social development and humanitarian action. Focus in 2018 will continue to be on the respective agenciesТ contribution to the implementation of the 2030 Agenda at the country level and the reform of the UN development system. Contributions to these UN agencies are generally un-earmarked (directed to their core budgets), allowing them to plan and manage resources effectively in support of the policy objectives set out in their strategic plans
A reformed UN development system supports, at the global, regional and national levels, the achievement of the SDGs in developing countries. Х Normative support is provided by the UN development system to continue to develop and monitor the implementation of global standards in various areas such as human rights, environment, health, refugees etc. Х Preparedness of the UN system to respond to conflict, disaster or other humanitarian catastrophes in the poorest countries improved.
