CERF and Sudden Onset
The Central Emergency Response Fund (CERF) is a UN humanitarian funding instrument, managed by the UN Office for the Coordination of Humanitarian Affairs (UNOCHA). It releases money rapidly when a crisis occurs or when there is a sudden escalation of an existing crisis and responds to underfunded emergencies. It is a rapid response mechanism that aims to have funds on the ground within 72 hours of a crisis occurring, thereby kick-starting life-saving humanitarian response. It also strengthens core elements of humanitarian response in underfunded crises by responding to critical gaps.
As a flexible and fully un-earmarked humanitarian pooled fund it is also well aligned with Ireland’s Grand Bargain commitment to un-earmarked funding. In order to address any sudden onset crisis or emergency that may arise, a humanitarian funding reserve is maintained to ensure that Ireland is in a position to respond rapidly and flexibly, either through a call for proposals or bilateral engagement with a pre-identified partner, depending on which organisations are best placed to respond. Humanitarian Unit may proactively initiate a ‘Call for Proposals’ to NGOs through the Dóchas Humanitarian Aid Working Group (HAWG) to respond rapidly and effectively to a sudden onset disaster or to a deterioration in a protracted emergency situation, as and when needed.

Under this budget line, Ireland will maintain the level of core funding to the main UN humanitarian coordination partner, the Office for the Coordination of Humanitarian Affairs (OCHA). Under this budget line, Ireland will also continue to provide core funding to the International Committee of the Red Cross (ICRC), one of the most highly respected humanitarian agencies with an exceptional level of access to besieged or otherwise isolated populations in need of humanitarian assistance and also continue core support to the International Federation of the Red Cross (IFRC). Core funding to these organisations links to Ireland's Foreign Policy Objective 1 of Ireland’s Humanitarian Assistance Policy: To provide needs-based humanitarian assistance in a way that is predictable and flexible to respond to sudden onset, protracted and forgotten humanitarian crises.

Gender & Protection - Humanitarian
Gender and protection programming in humanitarian contexts is strengthened through strategic partnerships, based on robust appraisals, increased accountability and a focus on monitoring of results and performance. Promotion of advocacy, good practice and research to address gender-based violence (GBV) in emergencies is supported through key partners
The Gender and Protection budget line supports our commitments in One World, One Future and underscores Ireland’s stated commitment to addressing gender equality and gender-based violence. Promoting gender responsive programming was also a key focus of the World Humanitarian Summit in 2016, where Ireland reiterated its commitment to supporting action to achieve gender equality in humanitarian responses, with a particular emphasis on gender protection in humanitarian crises. Funding has been allocated in this budget line to continue working to maintain support to this specialist thematic area and to continue funding partners with an expertise in the area of gender and protection in humanitarian contexts.

Humanitarian mine action contributes to the overarching goal of saving and protecting lives and alleviating suffering, and other policy priorities including global hunger, fragile states and economic growth.
One World, One Future emphasises that ‘mine action will remain a key issue for Ireland’ and our Humanitarian Policy emphasises that ‘support for humanitarian demining and weapons & ammunition disposal makes an important contribution to Ireland’s priority action for increased focus on situations of fragility’. This budget line also contributes to Ireland’s foreign policy objectives in the disarmament and non-proliferation of weapons area, as well as to our international treaty obligations to help poor countries to reduce risks to civilians from remnants of past conflicts, including anti-personnel mines and cluster munitions.

NGO Funding - HHP, ERFS & START
Humanitarian response in predictable and protracted crises and recovery is supported by timely disbursal of funding to NGO partners working through the Humanitarian Programme Plan (HPP) funding mechanism and based on robust appraisal and a strengthened focus on accountability and monitoring of results and performance
Humanitarian response in sudden onset crisis to be supported by rapid disbursal of funding to NGO partners either directly (via the Emergency Response Fund Scheme) or from a humanitarian pooled fund for NGOs (Start Fund). Humanitarian funding provided to NGO partners is channelled to projects and programmes which vary according to the humanitarian context. The majority of this budget line is proposed for the Humanitarian Programme Plan (HPP) which supports a core cadre of 6 Irish-based NGOs to respond to predictable, protracted or forgotten crises. The objective of the Emergency Response Fund Scheme (ERFS) mechanism is to promote early action and response to reduce loss of life in sudden onset humanitarian emergencies or spikes in protracted crises. The scheme is particularly geared towards the initial days and weeks after the onset of an emergency when the bulk of the expenses for the immediate response phase are incurred.

Africa Strategy / Trade
The Africa Strategy and Innovation Fund supports the broad objectives of the Government’s Africa Strategy and the Global Ireland policy, which commits to doubling Ireland’s global footprint. It also supports innovative approaches to the implementation of Ireland’s new policy for international development, ‘A Better World’. These policies provide an increased impetus to expand our bilateral relationships, deepen our political engagement, innovate with our development cooperation and continue to seek opportunities for trade and investments in Africa. Increasing trade with countries in Africa, and supporting their inclusive and sustainable economic growth, is a focus of the Africa Strategy and Innovation Fund.
The Africa Strategy and Innovation Fund supports projects and initiatives that further the aims of the Government’s Africa Strategy, which places Ireland’s traditional strong development focus in the broader framework of political, economic and cultural relations with African countries. An updated fund came on stream in 2019 following the Government’s commitment to double Ireland’s global footprint through the Global Ireland policy (2018) and as Ireland’s new policy for international development, ‘A Better World’, and new Government of Ireland Africa Strategy were launched (2019). The Africa Strategy and Innovation Fund supports an enhanced engagement with countries of secondary accreditation in Africa, and supports innovative projects which build Ireland’s profile and leverage existing investments from multilateral and civil society sources. Funding under the Africa Strategy and Innovation Fund must demonstrate value addition and alignment to the goals of the international development policy and to Global Ireland.

The Irish Aid programme is subject to regular internal and external monitoring. Irish Aid progresses incrementally towards full implementation of its aid transparency commitments. This budget line also contains payments to the International Aid Transparency Initiative (IATI). IATI is a voluntary, multi-stakeholder initiative that seeks to improve the transparency of aid, development, and humanitarian resources in order to increase their effectiveness in tackling poverty
Evaluations are important instruments of accountability in development cooperation, and contribute to our future effective strategy planning. Ireland commmits to it's IATI commitments by publishing aid information in IATI’s electronic format (XML) on the Irish Aid website – before linking it to the IATI Registry. Support to World Bank
The World Bank provides significant financial and technical support for developing countries in their efforts to eradicate poverty and achieve the SDGs. Ireland provides assessed contributions to the World Bank through the Department of Finance. Irish Aid supplements this with support for three programmes, supporting the poorest countries and those in fragile situations in their efforts to develop the private sector (identified in the 2015 Addis Ababa Conference on Financing for Development as critical to the implementation of the 2030 Agenda on Sustainable Development).
Developing countries supported to institute investment climate reforms leading to savings in compliance costs. · Providing advisory services on private sector growth and job creation provided to 13 fragile and conflict-affected countries, including Sierra Leone, Liberia, Malawi and Zimbabwe. · Developing countries offered a set of proven solutions to improve their capacity to manage public debt and consequently public resources through technical cooperation and advisory services

Assessed Contributions to UN Agencies
Assessed contributions are made to a number of UN agencies arising from Ireland’s membership of organisations such as the UN Industrial Development Organisation (UNIDO), the International Office for Migration (IOM), the UN Convention on Biodiversity (UNCBD), the UN Convention to Combat Desertification (UNCCD).
UNIDO serves as a forum and broker for knowledge transfer on industrial development for poverty reduction, inclusive globalisation and environmental sustainability. Voluntary Contributions to UN Agencies
Support is provided to a set of UN agencies whose work aligns closely to Ireland’s One World, One Future priorities on governance, human rights, social development and humanitarian action. Contributions to these UN agencies are generally un-earmarked (directed to their core budgets), allowing them to plan and manage resources effectively in support of the policy objectives set out in their strategic plans
A reformed UN development system supports, at the global, regional and national levels, the achievement of the SDGs in developing countries. • Normative support is provided by the UN development system to continue to develop and monitor the implementation of global standards in various areas such as human rights, environment, health, refugees etc. • Preparedness of the UN system to respond to conflict, disaster or other humanitarian catastrophes in the poorest countries improved.
